Request for Proposals (RFP)
Adult Education and Literacy Services for any or all of the following counties: Caroline, Dorchester, Kent and Talbot
The Maryland State Department of Education (MSDE) Adult Education and Literacy Services Branch announces a request for proposals (RFP) to eligible organizations seeking federal and state funds to provide Consolidated Adult Education and Family Literacy Services for any or all of the following counties: Caroline, Dorchester, Kent and Talbot. The one-year grant period will commence in July 2008. Interested parties may view the RFP on the MSDE website, www.marylandpublicschools.org at the “Grants” link
A technical assistance briefing is scheduled for May 22, 2008 from 1:00 p.m. to 2:30 p.m. to discuss and explain grant priorities and the application packet. The session will be held at the Queen Anne’s County Free Library–Kent Island, 200 Library Circle, Stevensville, MD 21666. No more than three representatives from any organization may attend. Please send a completed registration form (included in Section I of the RFP) to Robin Hammerbacker at rhammerb@msde.state.md.us, at least 24 hours prior to the session.
All organizations that plan to apply for grant funds are requested to complete and return to MSDE the Notice of Intent to Apply, included in Section I of the RFP, by 4:00 p.m. on May 22, 2008.

Revisions to the Maryland State Plan for Adult Education and Family Literacy Act (Title II of the Workforce Investment Act of 1998), and Sections of the Approved Maryland Unified Plan
Fiscal Year 2008The Maryland State Department of Education submits the following revisions to the Maryland State Plan for Adult Education and Family Literacy as required by the Office of Vocational and Adult Education (OVAE/DAEL) in Memorandum 2007-02, dated December 15, 2006. The following sections will be revised to include information concerning the following:
Chapter 6
Insert at the end of page 6.9 to replace last paragraph.
Continuation of Grants for FY 08
Competitive grants were awarded for a three-year period ending June 30, 2002. Competitive grants were then awarded for a two-year period ending June 30, 2004. Based on continuing resolutions in Congress to extend the Workforce Investment Act for one additional year, FY 04 grants were extended for three consecutive years (FY 05, FY 06, and FY07) and will be extended again for FY 08. All other procedures and requirements will apply.

Dr. Nancy S. Grasmick has established a Superintendent's Panel on Excellence in Adult Education to ensure that adult education programs and students have sufficient resources to meet national and state student achievement standards.
Regina L. Milio Scholarship Program
Minimum scholarship awards of $500 each to individuals who plan to enroll in college in Fall 2005.
